Late Summer Immigration News: Canadian Passport Renewals and the Parents and Grandparents Program

Canada’s passport consistently ranks among the strongest in the world, offering visa-free or visa-on-arrival access to most nations. In July 2026, Immigration, Refugees and Citizenship Canada (IRCC) introduced updates to modernize the passport renewal process, alongside key policy shifts affecting family sponsorship.

Online Canadian Passport Renewal Expands

On July 28, 2026, IRCC announced that online passport renewal is now open to all eligible adult Canadian citizens residing in Canada. Eligible applicants can complete the process entirely online by submitting a photo and payment digitally – eliminating the need to mail paper documents or visit a Service Canada Centre.

Eligibility Requirements

The digital renewal pathway carries specific criteria:

• Applicant Location: You must live in Canada, have a Canadian mailing address, and be present in the country to receive the document.
• Expiry Window: Your current passport must be expired or set to expire within 6 months. Passports with more than 6 months of validity remaining cannot be renewed online.
• Standard Passport Criteria: The current passport must be a regular (5- or 10-year) passport issued when you were at least 16 years old, issued within the last 15 years, and show your place of birth.
• Unchanged Personal Information: Your name, date of birth, place of birth, and gender identifier must exactly match your current passport.

Ineligibility Factors

You cannot use the online portal if:

• You require a passport in fewer than 20 business days (plus mailing time). Submitting online immediately cancels your current passport, so individuals with imminent travel must apply in person for expedited processing.
• Your current passport is damaged, lost, stolen, seized, or surrendered.
• Your current passport contains special “observations” (official explanatory notes).

Digital Photo Guidelines

Online applicants must upload a digital passport photo. The image must be taken in person by a commercial photographer within 6 months of applying. Self-taken photos and scans of printed photographs are not accepted.

Service Guarantees and Alternatives

This expansion aims to streamline access, particularly for individuals in rural areas or those with mobility challenges. IRCC has implemented a service guarantee promising processing within 30 business days, or the passport is free. Traditional mail-in and in-person options remain fully operational for those who prefer them or who do not meet online eligibility requirements.

Parents and Grandparents Program Paused

The Parents and Grandparents Program (PGP) allows Canadian citizens and permanent residents to sponsor their biological or adopted parents and grandparents for permanent residence.

Application Suspension and Backlog

On July 15, 2026, IRCC paused all new application intake for the PGP until further notice.

• Active Processing: Existing applications will continue to be processed. IRCC plans to approve up to 15,000 permanent residence applications under the PGP in 2026, aligning with the 2026–2028 Immigration Levels Plan.
• Reason for the Pause: With over 40,000 applications pending in the system, the intake freeze allows IRCC to manage the significant backlog effectively.

Super Visa as the Primary Alternative

While permanent sponsorship intake is paused, IRCC is encouraging families to use the Super Visa. This multi-entry temporary visa allows parents and grandparents to stay in Canada for up to 5 years per visit over a 10-year validity period.

Looking Ahead

IRCC has not indicated when or if new intake for the PGP will reopen, or whether allocations will change in future level plans. Given the emphasis on the Super Visa, long-term family reunification planning may require alternative legal strategies.
